With the cessation of offshore broadcasting from Radio Caroline in 1990, the need for the Caroline Movement supporters group diminished. The Ross Revenge support group, later renamed as the Radio Caroline Support Group had already been established to provide support to the ship, and to keep her afloat whilst plans were made for the future. To coincide with the winding up of the affairs of the CM, and to commemorate the 25th aniversary of the MEBO act, a convention was organised for August 1992 at Walton on the Naze, in Essex. The highlight of this convention was the UK's first maritime RSL. Under the terms of the 1990 Broadcasting Act, (which ironically closed many of the last remaining legal loopholes that had allowed Caroline to broadcast upto that point) "Restricted Service Licences" were made available to any interested group. The licence terms allowed for operation of upto 28days with just a meagre 1 watt of power. These were intended for organisers of events such as carnivals, festivals, sporting events, etc. After overcoming much beauracratic nonsense, the CM eventually obtained their licence for Offshore 1584, which was located on the CM's club vessel, the MV Galexy.
